California Youth Empowerment Commission 2024-25 Annual Report

The California Youth Empowerment Commission’s inaugural Annual Report reflects the Commission’s first year of work to establish a strong foundation for meaningful youth engagement in state government and highlights the Commission’s operational development, statewide Voices for Change community listening forums, the creation of the Commission’s inaugural 2025–2030 Strategic Plan, and key recommendations for strengthening youth partnership in public decision-making.

Throughout this first year, Commissioners engaged with young people across California to better understand the issues impacting their communities, including mental health, housing stability, education, and civic participation. The report also shares best practices for authentic youth engagement and outlines the Commission’s priorities and roadmap for the coming year.
